Important: This tool processes your ES-003 data locally in your browser — no data is transmitted to any server. Results are estimates only and do not constitute legal or customs advice. IEEPA refund eligibility depends on liquidation status, protest deadlines, and ongoing CBP/court guidance. Contact JFS CHB for a formal refund analysis and protest filing services.

What is the IEEPA & Why Are Refunds Available?

The International Emergency Economic Powers Act (IEEPA) was used to impose tariffs on imports from multiple countries, including broad reciprocal tariffs on Chinese goods reaching up to 145%. These tariffs were applied through HTS codes beginning with 9903.01.xx and 9903.02.xx in the U.S. Harmonized Tariff Schedule.

Following court rulings that found the application of IEEPA tariffs to be unlawful, importers who paid these duties are now eligible to recover those overpayments through the CBP protest process. Entries that have not yet been liquidated or are still within the 180-day protest window after liquidation may qualify for refunds.

UNIS helps importers identify eligible entries from their ACE ES-003 reports, calculate total refund exposure, and file timely protests before deadlines expire.

How the IEEPA Refund Calculator Works

Upload Your ES-003

Export your Entry Summary Line Tariff Details report from the ACE Portal. Upload the CSV file directly — all processing happens locally in your browser, so your data never leaves your device.

Automatic HTS Classification

Every entry line is automatically classified by tariff type — IEEPA (9903.01/02), Section 301 (9903.88), Section 232, and Section 122. IEEPA entries are flagged as refund-eligible with duty amounts calculated.

Track Protest Deadlines

For liquidated entries, the tool calculates the 180-day protest deadline and highlights any urgent cases. Open entries are tracked separately so you can monitor them as they move through liquidation.

Understanding Tariff Types in Your ES-003

  • IEEPA (HTS 9903.01.xx / 9903.02.xx) — These are the tariffs ruled unlawful and are eligible for refund. Duties paid under these codes can be recovered through CBP protests filed within 180 days of liquidation.
  • Section 301 (HTS 9903.88.xx) — Trade-related tariffs on Chinese goods. These are shown for informational purposes as they are not currently refundable under the IEEPA ruling but may be relevant for broader compliance review.
  • Section 232 (HTS 9903.80.xx, 9903.85.xx, etc.) — National security tariffs on steel, aluminum, and derivative products. Flagged for review as separate legal challenges may affect eligibility.
  • Section 122 (HTS 9903.03.xx) — Emergency tariffs on imports from specific countries. Tracked separately as legal status may evolve.
