The International Emergency Economic Powers Act (IEEPA) was used to impose tariffs on imports from multiple countries, including broad reciprocal tariffs on Chinese goods reaching up to 145%. These tariffs were applied through HTS codes beginning with 9903.01.xx and 9903.02.xx in the U.S. Harmonized Tariff Schedule.
Following court rulings that found the application of IEEPA tariffs to be unlawful, importers who paid these duties are now eligible to recover those overpayments through the CBP protest process. Entries that have not yet been liquidated or are still within the 180-day protest window after liquidation may qualify for refunds.
